The Parish Hall was designed, planned and built under the supervision of the Vicar of Cowes, Rev’d W M Robertson. Construction was undertaken by local volunteer labour during the years 1934-35. The Mural was painted by Paul Woodford assisted by Dawn Raff, Deborah Anscombe and Tara Sleeman. Paint supplied by the Paint Place, Cowes. The mural illustrates historical and current day scenes on Phillip Island.

The scenes include: The Nobbies with homecoming penguins and shearwaters, seals at Sunset plus the following:

St Phillips church and Mrs Giorgianna McHaffie who led the community in construction of the church building in 1869 – 70.
Flora and Fauna of the Island
Australian Motorcycle Grand Prix
Churchill Island with its Cape Barren Geese and Highland Cattle
A surf scene with families enjoying the beach and the sea
San Remo with its pelicans and the bridge linking it to the Island,
